I. GPT is set up by The Ministry of Culture (hereinafter referred to as “ the Ministry”) to encourage the publication of Taiwanese works in translation overseas, to raise the international visibility of Taiwanese cultural content, and to help Taiwan's publishing industry expand into non-Chinese international markets.
II. How to apply
Applications will be accepted during two periods: April 1 through April 30, and October 1 through October 31. If there is any change to the application period dates, the Ministry will make a separate announcement. During these periods, applicants shall visit the Ministry's official website (https://grants.moc.gov.tw/Web/index.jsp) to access the online application system and complete the application process. Late applications will not be accepted.
III. Conditions for applying
1. Applications must and can only be submitted by a foreign publishing house (legal entity) legally registered or incorporated in accordance with the laws and regulations of their respective countries.
2. The so-called Taiwanese works must meet the following requirements:
A. Use traditional characters;
B. Written by a natural person holding an R.O.C. identity card;
C. Has been assigned an ISBN in Taiwan. i.e., the author is a native of Taiwan, and the first 6 digits of the book's ISBN are 978-957-XXX-XXX-X, 978-986-XXX-XXX-X, or 978-626-XXX-XXX-X.
3. Applications must include documents certifying that the copyright holder of the Taiwanese work consents to its translation and foreign publication (no restriction on its format).
4. A translation sample of the Taiwanese work is required (no restriction on its format and length).
5. The translated work must be published within two years, after the first day of the relevant application period
IV. Conditions for granting
1. The maximum grant available for each project is NT$600,000, which covers：：
A. Licensing fees (going to the copyright holder of the Taiwanese works);
B. Translation fees;
C. Marketing and promotion fees (limited to economy class air tickets for the R.O.C. writer to participate in overseas promotional activities related to the project);
D. Book production-oriented fees;
E. Tax (20% of the total award amount);
F. Remittance-related handling fees.
2. Priority consideration is given to books that have received the Golden Tripod Award, the Golden Comic Award, or the Taiwan Literature Award.
3. The grant will be given all at once after the grant recipients submit the following written documents to the Ministry within one month of publication:
A. Receipt (format given along with the Ministry's formal announcement);
B. A detailed list of expenditures;
C. 10 print copies of the final work published abroad (if the work is published in an e-book format, grant recipients shall instead provide purchase authorizations for 10 persons);
D. An electronic file with aforementioned documents in PDF.
V. Grant recipients will be announced on the Ministry's official website (https: //grants.moc.gov.tw/Web/index.jsp) within three months of closure of the relevant application period.
VI. Review process and criteria for evaluation
1. Initial review (eligibility review conducted by the Ministry):
Applicants who do not meet the conditions for applying mentioned above (in article III) will be notified and asked to amend their applications. Amended materials that are overdue or still incomplete will not be accepted. Applications can only be amended once.
2. Final review:
A jury composed of experts, scholars, and government officials will evaluate the applicants and their applications. Recommendations will require a quorum of two thirds of the jury, with more than half of attending members in favor. The Ministry will grant final approval of the jury's recommendations. Jury members will adhere to the principle of avoidance of conflict of interest, and carry out their duties in a fair and unbiased manner. Grant recipients and the amount of funding provided will be decided according to the following criteria:
A. Specificity and suitability of the proposed budget;
B. The publishing house's specialty;
C. The publishing house's reputation and influence within their country;
D. The publishing house's ideas for marketing and promotion of the book;
E. The publishing house's previous performance in marketing and promotion of Taiwanese authors or books.
VII. Notes
1. Grant recipients must comply with the Ministry in the matter of tax withholding and filing (20% of the award amount) in accordance with the relevant tax laws and regulations in Taiwan.
2. In order to avoid the duplication of a grant/subsidy, grant recipients shall warrant that the project did not receive any grant/subsidy from the National Culture and Arts Foundation, the National Performing Arts Center, the Taiwan Creative Content Agency, the Ministry and its affiliated organizations, or the Taiwan Film Institute.
3. Grant recipients who choose to forfeit the grant shall notify the Ministry in written form, detailing their reasons for doing so. The Ministry reserves the rights to give the grant to an alternate applicant.
4. Grant recipients must specify that the work is “Sponsored by the Ministry of Culture, Republic of China (Taiwan)” on the copyright page or in some other prominent place of book published. The Ministry reserves the right to reduce the grant by 10 percent if the recipient fails to comply with this term. If it is necessary to specify the country of origin of the work or author, these should be rendered as “Republic of China (Taiwan)” or simply “Taiwan”.
5. If the granted project infringes on the rights of a third party, violates copyright law or other laws and regulations, the grant recipient shall be held accountable and liable for compensation if the rights and interests of the Ministry are damaged as a result of the infringement. The Ministry reserves the rights to terminate the project or to retrieve the grant remitted.
6. The grant recipient must carry out the project in accordance with the granted project and the Ministry's written notification (announcement). Grant recipients who has to alter the granted project shall notify the Ministry in written form, detailing their reasons for doing so. The granted project can only be altered once and be put into practice after approved by the Ministry.
7. Grant recipients shall conduct a procurement in accordance with Government Procurement Act and be under supervision by the Ministry if the amount of the grant is not less than half of the procurement value and reaches the threshold of NT$1,000,000 (i.e., the publisher wins two or more grants in GPT 2020). The preceding paragraph is not applicable to the procurement for art or cultural purposes, but the procurement shall still be supervised by the Ministry, and the grant recipients shall warrant no infringements with respect to Article 12 of Regulations Governing Arts and Cultural Procurements by Juridical Persons or Groups in Receipt of Government Grants (Link: https://law.moj.gov.tw/ENG/LawClass/LawAll.aspx?pcode=H0170154).
8. The Ministry will provide further explanation concerning matters not specified in this guideline. Grant recipients shall comply with the Ministry in in providing detail descriptions of the matter.
